All Plan submittals and Inspections shall comply with the city of Goodyear, Arizona's currently adopted Building Codes, Amendments, and Ordinances, including Sound Mitigation.

All permitted work is to remain exposed for inspection. Make sure to review the CC&R's of your HOA before performing any modifications. It is the responsibility of the property owner, not the city, to be aware of any CC&R's as part of any proposed building modification or new construction.

I have submitted plans for permitting. Can I start work before I receive my permit?
The City of Goodyear, Arizona, does not authorize work that requires a permit to be started before a permit is issued.
Do I need to hire a licensed contractor to do work on a house I own?
If you own the house and live in it, you do not need to hire Licensed Contractors to do the work; however, depending on what type of work you are doing, plans and permits may be required.

If you own the house and rent it out, Licensed Contractors are required as well as permits.
How long does the Building Safety plan review process take?
Due to the increased workloads, department review times are currently running at approximately 30 business days. This does not include prescreen review times; the department review timeframe will begin when all prescreen tasks are completed.
Does the Building Safety Division offer expedited plan reviews?
Expedited Plan Reviews are available upon request and approval. In order to receive this services, an Expedited Plan Review Request Form must be submitted and approved prior to the acceptance of the Building Permit Application and construction plans.
When are plans required?
There are very few exceptions when plans are not required for commercial building projects; however, not all residential permit applications require plans. Please see the following list for common residential permits that do not typically require plans:
- Water heater replacements
- HVAC replacement
- Reroof
- Siding
- Sewer/water piping repair
Who can prepare plans for submittal?
Plans may be prepared by the owner, architect, engineering, draftsperson, or designer. Depending on the type and complexity of the project, a licensed Arizona architect or engineer may be required.
What is required for plan submittals?
