Development Impact Fees have changed starting April 1, 2024. Per City Code, development impact fees are due at the time a permit is issued. All permits issued on or after April 1, 2024 will be subject to the newly adopted development impact fees. Our new permitting software Accela is up and running!

We have officially switched over to Accela Citizen Access for all Development Applications and Inspections.

The Accela Citizen Access (ACA) will be the new way for customers to:

• Submit Applications
• Make online payments
• Schedule Inspections 
• Find project information and statuses faster and easier

The Development Services Department works to improve the quality of life for the current and future residents of Goodyear by providing programs and services to help shape and create safe and suitable neighborhoods, commercial centers, and beyond. We assist customer through several divisions: Planning & Zoning, Building Safety, Civil Inspections, Permitting, Civil Plan Review and Code Compliance.

General Plan 2035 

The General Plan 2035 was adopted by the Goodyear City Council on November 13, 2023 and was ratified by Goodyear voters during the May 21, 2024 special election.
