What are Community Facilities Districts (CFDs)?
CFDs are special purpose, tax levying public improvement districts that are separate and apart from a municipality. A debt of a CFD is not a debt or obligation of the City. CFDs are typically formed at the request of developers to provide and finance public infrastructure and improvements for benefited landowners. These projects may include: water and wastewater facilities, flood control and drainage improvements, design and construction of roads, traffic signals, emergency facilities, parks and park improvements, school sites and facilities, and landscaping improvements.
Is my property within a CFD in Goodyear?
You can find out if a property is located within a CFD by viewing the Special Districts section of the Maricopa County property tax information. You will need the APN (parcel number) for the property you want to search. The search will show the general obligation property tax assigned to the property.
Go to the Maricopa County treasurer's website at www.treasurer.maricopa.gov
Find the Parcel Inquiry tool on the top left of the treasurer's page. Type in your parcel number and click the Go to my Parcel button.
You will be taken to the Tax Summary page for the property. Click the View Your Tax Bill button on the top left of the page.
You will be viewing the Property Tax Statement for the parcel you searched. Scroll down to the bottom of the summary and find the Special Districts section. Any special taxing districts, including CFDs, will be listed.
You will be looking for the names of our 10 CFDs: CFD - Estrella Mtn Ranch, CFD - Goodyear Utilities #1, CFD - Goodyear General #1, CFD - Palm Valley #3, CFD - Wildflower Ranch, CFD - Wildflower Ranch #2, CFD - Cottonflower, CFD - Centerra, CFD - Cortina, CFD - King Ranch.
There are 8 Special Assessment areas in the Estrella Mountain Ranch CFD. You will also find them listed in the Special Districts section of your property tax statement. The 8 names of the special assessments are: Assessment - Golf Village, Assessment - Desert Village, Assessment - Montecito, Assessment - Golf Village #2, Assessment - Montecito #2, Assessment - Lucero #1, Assessment - Montecito #3, and Assessment - Lucero #2.

How do I pay my CFD?
The fees for the general obligation bonds and operations and maintenance of all 10 CFDs are billed and paid through the normal Maricopa County property tax process. Payment of the debt service and operations and maintenance is through collections of an ad valorem property tax levy on properties within the district based upon the assessed valuation. The Maricopa County Assessor determines the assessed value of the property and the Maricopa County Treasurer collects the property tax.
How do I pay my Special Assessment?
The installments for the special assessment bonds for residential properties of all 8 Special Assessments are billed and paid through the normal Maricopa County property tax process. Payment of the debt service is based on a 25 year payment amortization schedule for the special assessment bonds.
How do I payoff my Special Assessment?
You will need to obtain a payoff quote for your special assessment. The payoff quote DOES NOT include the annual installment billed on your current year property tax bill. Full payoff of the assessment includes both the amount on the payoff quote and the installment billed on your current property tax bill. Please submit your request using our online form.
***Please note. Prepayment of the special assessment DOES NOT remove your property out of the CFD. Your property will still be subject to the ad valorem property tax from the Estrella Mountain Ranch CFD. Prepayment also does not include the assessment's annual installment that is billed on your current tax year property tax bill.
