Public input on the mitigation planning process is important and residents are encouraged to educate themselves about the existing hazard mitigation plan and offer comments on the update.
Maricopa County and the 25 incorporated city and towns and 2 tribes located within the county have joined forces to review and update the existing 2015 Maricopa County Multi-Jurisdictional Hazard Mitigation Plan. The goal of mitigation planning is to reduce or eliminate long-term risk to life and property from natural hazard events. Mitigation is not how we respond to emergencies like floods and wildfires, but rather how we as a community prevent the impact of such things in the first place. The mitigation planning process involves identifying and profiling the natural hazards most likely to occur in a community, assessing and projects that mitigate the associated risks. The update of this mitigation plan will also ensure continued eligibility for both emergency and non-emergency, federal and state hazard mitigation grants.

Emergency Management Division
Emergency Management is a process of providing mitigation, preparedness, response, recovery and coordination for small-scale emergencies and disasters, both natural and man-made, to the residential of Goodyear for the purpose of saving lives and preventing property damage.
Goodyear CERT Program:
The Goodyear Emergency Management often holds Community Emergency Team (CERT) training for residents. CERT is about readiness, people helping people, rescuer safety and doing the greatest good for the greatest number. CERT is a positive and realistic approach to emergency and disaster situation where citizens will be initially on their own and their actions can make a difference. Participants will learn how to:
- Manage utilities and put out small fires
- Provide basic medical aid (open airways, control bleeding, treat for shock)
- Search for and rescue victims
- Be an effective volunteer

Monsoon Season:
During monsoon season, the City of Goodyear makes sand and sandbags available at the following locations. Residents are required to bring their own shovels to fill up sandbags.
