The Goodyear City Attorney is appointed by the City Council and serves as the chief legal advisor to the Mayor, Council and all City Departments concerning official city business. The City Attorney attends all council meetings for the purpose of advising Council, acts as Parliamentarian and approves all contracts prior to signature by any City representative. The City Attorney’s office provides civil litigation oversight for the City in state and federal courts, creates and reviews legal documents and forms, (bids, contracts, ordinances, etc.). The office drafts ordinances, resolutions, and contracts, prepares written legal opinions and correspondence, and interprets and provides advice concerning the City Charter, City Code, and Arizona and Federal law.

Civil Division
The Civil Division includes three assistant city attorneys that draft ordinances, resolutions, contracts and prepare written legal opinions and correspondence. The Civil Division is responsible for interpreting and providing advice concerning the City Charter and Code, and Arizona and Federal law.
