Submission Requirements
The exhibit is located in the Georgia T. Lord Library, 1900 N. Civic Square.
Entries must be original artwork and cannot defame or invade publicity rights or privacy of any person, living or deceased, or otherwise infringe upon any person’s personal or property rights or any other third party rights.
The city of Goodyear reserves the right to disqualify any entry that it deems offensive or not suitable or display. By submitting an entry, the city of Goodyear will have limited rights to distribute the image for reproduction in city promotional materials and on the website. The city is hereby granted permission, by the entrant, the use of the reproduced image. Art work will be juried by a panel of art professionals, city staff and members of the academic community. Judging criteria will include adherence to the theme, originality, artistic quality and composition.
Submission details
Open to all West Valley Artists ages 18+. Up to two submissions of original artwork may be accepted Any 2-Dimensional work of any medium. Each submission must be in JPG format and include a title, year created, medium, name of artist, and artist statement of no more than 150 words Submittal will include online application and waiver form, artist statement and digital images of artwork.
Work must be in presentation format with hardware included for proper hanging and displaying. Failure to provide artwork prepared for hanging will result in disqualification.
Space Odyssey (March-July)
Outer space remains to be one of humanity’s least explored realms. Its ever-expanding domain of the unknown leaves us with a sense of mystery as we ponder what might be out there. With countless planets, stars, and other oddities still beyond our understanding, the cosmos invites us to stretch the limits of our imagination. Let’s explore this uncharted territory together—take us on a Space Odyssey!

Featured Artist Exhibit - Breezeway Display
The city of Goodyear is seeking artists to feature work in a display casing located in the breezeway between Goodyear City Hall and Georgia T. Lord Library. Artists to be considered for a featured placement should have a body of work sizable enough to utilize the full capacity or near capacity of the space. Dimensions of the case are:
26’ L (split into 3 sections of: 12’- 4’ - 12’)

Exhibit proposals with art pieces connected by a central theme, while not required, will be highly considered over exhibits themed more broadly (such as a general portfolio proposal). Some examples of suitable exhibit themes may include, but are not limited to: Artwork based on culture, artwork crafted in an uncommon medium, etc. Exhibits held in the breezeway will change three times per year in the timeline listed below. This call will remain open year round, and artists are encouraged to apply at any time to be considered for a future placement.

Project Details
Artwork exhibited must be appropriate for viewing by all ages of the general public. Entries must be original artwork and cannot defame or invade publicity rights or privacy of any person, living or deceased, or otherwise infringe upon any person’s personal or property rights or any other third-party rights.
The city of Goodyear reserves the right to disqualify any entry that it deems offensive or not suitable or display. The city is hereby granted permission, by the entrant, the use of the reproduced image. Exhibition space is provided free of charge for exhibition purposes only. Artist may display a monetary value for the artwork and indicate it is for sale, but City and Library staff will not facilitate any purchases.
Artwork will be juried by a panel of art professionals, city staff and members of the academic community. Judging criteria will include demonstrated quantity of artwork to meet the capacity of the space, originality of theme, artistic quality, and composition.
Submission Requirements
The opportunity is open to artists 18 years and older. Artists under 18 may participate with the permission of a parent or guardian. Artists must complete and submit the Art Exhibition Application Wavier and Release of Liability (“Agreement”). Each submission will require the artist to submit an annotated list of artworks proposed for feature. The annotated list should be in either PDF or Word document format and for each artwork include: a high-quality image of the work, its title, the year each work was created, the artwork’s medium, and an artist statement of the exhibit that should be between 300-400 words. Submittal will include online application and waiver form, artist statement and digital images of artwork.
Work must be in presentation format with hardware included for proper hanging and displaying. Failure to provide artwork prepared for hanging will result in disqualification.
Delivery and Pick Up of Artwork
- Artist is responsible for packing, delivering, and picking up Artwork for the Exhibition. Artwork will be delivered to Goodyear City Hall, 1900 N. Civic Square, or other location designated by the Arts & Culture Division. Artwork must be delivered during normal business hours: Monday-Friday, 8:00am to 5:00pm, excluding City holidays.
- Artist shall promptly remove the Artwork from City property upon the request of the City or the exhibition end date, whichever is first. Artwork not removed by within 30 days from the exhibition end date will be deemed abandoned and become the property of the City without for further legal action.
- City staff will not load or unload the artwork to or from a vehicle.
Mounting
- The Artist is responsible installing appropriate hanging system (hooks, picture wire, brackets, etc.) on to the Artwork itself that will hold the weight of each piece.
- City staff will hang the Artwork with the installed art hanging system based on the weight of the artwork. Only the City has authority to hang and remove Artwork from the exhibit space.
- City staff will decide the placement of the Artwork, but will consider suggestions of the Artist. The City will not accommodate re-arranging artwork repeatedly.
- The City will mount the artwork centered, and evenly spaced, as the wall-space/artwork ratio permits.
- The City will not provide additional lighting for displayed artwork.
Public Art Opportunities
Goodyear Recreation Campus Mural
The city of Goodyear is seeking a lead artist to design, coordinate, and execute a community mural on the outdoor restrooms at the Goodyear Recreation campus. The artist will design a mural that is site-specific and represents the Goodyear community, while leading a team of community members to collaborate and complete the project. The mural will be created on an alternative material and affixed to the building.
Location: The mural will be located at the Goodyear Recreation Campus. 420 S. Estrella Pkwy. on the north side of the park restroom building. The wall is 28’x8’.
Art Application: Artists will be required to purchase and use approved paint to maintain the appearance for the anticipated 10-year life expectancy. The artist will be responsible for coordinating community outreach efforts. Additionally, artists will attend two meetings:
- Project kick-off meeting to discuss project logistics
- Arts & Culture Commission meeting for design approval
Theme: Artwork will be graphically clear, colorful, innovative, and place-specific. The project calls for an artist that is excited about engaging with the surrounding community as well as creating designs that reflect and celebrate the area. Themes for the artwork will reflect Goodyear’s values and be driven by community input to meet the needs of the immediate surrounding area
Artist Eligibility: The project is open to West Valley artists, artist teams, and educational institutions.
Compensation: Artist will be compensated $2,500 for community outreach, design, materials, and time. Payment schedule:
- Upon selection artist will receive an initial payment of $500
- Upon approval of concept artist will receive $1,000
- Final payment of $1,000 payable upon completion of painting and final approval
Apply: Interested artists shall submit the following application materials no later than Sunday, December 8, 2024 by 11:59 p.m.
Submission Materials:
- Typed “Letter of Interest,” not to exceed one page to describe past approaches to other projects and methods for community engagement, reasons for your interest in this project, specific plans to engage the community in Goodyear, or other information of the artist’s choosing. Specific proposals for the project are not requested at this time.
- Current resume, not to exceed two (2) pages.
- 5-7 digital images of relevant past work.
Do not embed images into PowerPoint or submit moving image or audio files. Submit only high quality JPGs (no GIFs, TIFFs or other formats). Files must be less than 5 MB. Provide applicable information including title, media, dimensions, location, brief description and date of the work, project budget, and project partners.

Selection: The selection committee, representing diverse interests and expertise of the City and community, will convene to review images and information sent by artists and/or artist teams. Selection criteria includes:
- Excellence of past work
- Proven ability to create artwork that responds to a site
- Artists plans for community engagement
The panel will select finalists who will engage with the respective community and generate conceptual imagery for Goodyear Arts & Culture Commission approval.

Selected Artists Responsibility:
- Selected artists shall sign an agreement for the scope of services that include:
- Intellectual property rights to the art for display and marketing to the city of Goodyear.
- Indemnification and hold harmless for the city of Goodyear.
- Any images of real people or text that requires a release will be the responsibility of the artist to obtain and provide a copy to the City.
- Selected artist shall submit a W9 to the City for payment.
- Artist compensation of $2,500 includes all services and materials.
- Artist is responsible for coordinating and collaborating with community members, and leading the execution of painted mural.
- Artist is responsible for meeting directly with project stakeholders to receive input on design prior to submitting concepts. Artist must receive final approval from the Goodyear Arts & Culture Commission before beginning work.
- Artist will provide an artist statement for the completed work.
Traffic Signal Cabinet Art Project
The city of Goodyear is seeking Arizona artists to aesthetically treat utility infrastructure throughout the community. Artists will transform traffic signal control cabinets in Goodyear from only being functional infrastructure to colorful, inspired works of art. The artwork will either be painted directly on the cabinet or created digitally as a vinyl wrap that will be applied to the cabinet.
Location:
Cabinets are located on or near street corners where there are traffic signals. The placement of the cabinets makes them visible to both pedestrian and vehicular traffic. With this placement, the art should be graphically clear so that a passing car and those walking by at a leisurely pace can view it. Traffic signal cabinet locations are determined by the city of Goodyear and will be assigned to the selected artists.
The cabinets are approximately 78”H x 44”W x 28”D. The final artwork will cover three sides and the top of the cabinet. Locations of the artistically enhanced cabinets will be determined and assigned by the city of Goodyear.
Art Application:
Up to ten cabinets will be enhanced artistically. The cabinets will either be hand painted or vinyl wrapped. Artist expectations for each application method:
Hand Painted Cabinet: Artists will be required to purchase and use approved paint to maintain the appearance for the anticipated 10-year life expectancy. The artist will be responsible for coordinating community outreach efforts. Additionally, artists will attend two meetings:
- Project kick-off meeting to discuss project logistics
- Arts & Culture Commission meeting for design approval
Vinyl Wrapped Cabinet: Artists will be responsible for preparing the digital artwork in the recommended file format. The artist will be responsible for coordinating community outreach efforts. Additionally, Artists will attend two meetings:
- Project kick-off meeting to discuss project logistics
- Arts & Culture Commission meeting for design approval
Themes:
The cabinet artwork will be graphically clear, colorful, innovative, and place-specific. The project calls for an artist that is excited about engaging with the surrounding community and businesses as well as creating designs that reflect and celebrate the area the cabinet is located. Themes for the artwork will reflect Goodyear’s values and be driven by community input to meet the needs of the immediate surrounding area. Themes can address any of the following subjects, new ideas or city values. Possible themes include:
- Community
- Education
- Innovation
- Family
- History
- Transportation
- Environment
- Growth
Artist Eligibility:
The project is open to Arizona artists, artist teams, and educational institutions. The Call is open to artists working in a broad range of visual media.
Compensation:
Painted Cabinet: Artist will be compensated $2,000 for community outreach, design, materials, and time. Payment schedule:
- Upon approval of concept artist will receive $500
- Final payment of $1,500 payable upon completion of painting and final approval
Wrapped Cabinet: Artist will be compensated $1,200 for community outreach, design, materials, and time. Payment schedule:
- Upon approval of concept artist will receive $500
- Final payment of $700 will be issued when artist delivers a complete and final, high-resolution file
- The vinyl wrap will be printed and installed in April 2025

- Selected artists are responsible for all costs related to providing the image in a quality format.
- Final Artwork will be 100% of final output size with minimum resolution of 72 dpi. Color will be CMYK with all fonts outlined. Final format may be a PDF that is Press Quality Print or in Photoshop as a Flattened Tiff file.
