GRC Code of Conduct & Rules
Thank you for being a part of our Goodyear Community! Our recreation campus serves as the ultimate gathering place for the community to partake in a myriad of activities that foster a sense of community, promote healthy lifestyles – both active and passive – and enhance the quality of life. The 48,000 sq ft. Recreation Center amenities include a multipurpose gymnasium, activity rooms, fitness areas, an indoor walking/running track, and a dedicated space for social gaming/teen activity. Our outdoor aquatic amenities include 25-yard lap pool, play pool with zero-depth entry and play structure, a lazy river and two slides.
Code of Conduct
All Goodyear Recreation Center users must respect each other, GRC staff, and the facility. Patrons are encouraged to behave in an appropriate manner and should act in a way that will not injure another person physically or emotionally. Individuals who do not abide by facility and program standards may be asked to leave the facility and/or withdraw from a program. Actions interfering with or disrupting recreation center staff while trying to provide a safe and secure family environment will be cause for expulsion from the facility. Patrons expelled from facilities or programs will NOT receive a refund.Hours of operation are:
Monday – Friday: 6:00 a.m. – 9:00 p.m.
Saturday: 8:00 a.m. – 6:00 p.m.
Sunday: 11:00 a.m. – 5:00 p.m.
- If you pay taxes to the city of Goodyear, you are entitled to the resident rates. A current city of Goodyear tax statement, a valid driver’s license or mail addressed to you from your utility company is what we will accept to show proof of residency.
- A recreation center pass is required to use the passholder areas including: aquatics center, weight room, group fitness rooms, indoor track, locker rooms, and gymnasium.

A Goodyear resident may purchase non-resident day passes for their guests. The guests must remain with the resident for the entirety of their visit. Residents may bring up to ten non-resident guests per visit. Goodyear management reserves the right to enforce pass sale limitations at any time due to capacity.
- Loitering, where it is determined by management to be in conflict with the enjoyment of the facility by other guests, is prohibited.
- A program registration or rental is required to use the multi-purpose room.
- Age requirements: Children 8 years of age and younger must be directly accompanied by an adult at all times. All children under the age of 10 must have a parents, guardian, or responsible teenager age 16 years or older in the facility.
- GRC may not be used to conduct any activity, program or other event by any business or person without a confirmed rental and/or express written consent of management. Examples of such activities include, but are not limited to, outside personal trainers, seminars, or flyer distribution. Non-city flyers and promotions are not permitted.
- Disruptive behavior, such as loud music, shouting, or any conduct that interferes with others' enjoyment of the facility, is prohibited.
- Vandalism, theft or damage of property or grounds or any behavior considered aggressive by the staff will result in dismissal from the recreation center.
- All food and beverages must be consumed in designated areas determined by management.
- Glass bottles or containers of any kind are not permitted in the facility.
- Shirts and shoes must be worn during all hours of operation. Proper attire is required and may not display obscene or inappropriate words or images. No sandals or open-toed shoes.
- No running, horseplay, or transportation devices (motorized and non-motorized) allowed in the facility.
- No pets will be allowed in Goodyear Recreation Center with the exception of trained service animals. Trained service animals must be leashed at all times.
- Use of tobacco of any kind and smoking or vaping of any kind is prohibited.
- The possession or consumption of illegal substances or alcoholic beverages in the Goodyear Recreation Center is strictly prohibited. Persons appearing to be impaired from the consumption of drugs or alcohol will be denied access to, or directed to leave, the recreation center.
- Weapons of any type are not allowed. Any violation will result in police and disciplinary action.
- Patrons not following policies or procedures, dependent upon the infraction, will be asked to leave the facility for the day. Continual disruption by the same patron may lead to an extended suspension period from the center. A trespass notice will be issued to the individual as well as the Goodyear Police Department when necessary. Parents of children 17 years old and younger will be notified by writing if possible. No refunds will be given during the suspension period.
- Goodyear Recreation Center is not responsible for lost, stolen, or damaged items.
- Interpretation of any policies will be at the discretion of Goodyear Recreation Center management.
- At the Goodyear Recreation Center, every visitor will be issued a GRC ID. In the event of a lost ID, the GRC offers up to three replacements at no cost. However, should a member require an ID replacement beyond the third occurrence, a fee of $5 will apply.
- Any activities involving physical contact, sparing, or simulated combat, (including the uses of weapons and pads for such purposes), are prohibited.

The city of Goodyear reserves the right to trespass any individual pursuant to A.R.S. 13-1502 for violations of rules or any violations of state.
- The teen room is open for youth ages 8-17 years of age. Scheduled programs and age specific drop-in times will have priority over drop-in play. Schedules can be found at the front desk, on our app, or on the City’s website.
- Passes are required to check out teen room gaming equipment and PC use.
- There is a 45-minute total time limit on all equipment when others are waiting.
- All children under the age of 10 must have a parents, guardian, or responsible teenager age 16 years or older in the facility.
- Participants shall respect each other, staff and other patrons in word and action.
- The teen room should be used only for its intended purposes as determined by management. No roughhousing, no running, no hitting, no spitting, no public displays of affection, and no swearing or abusive language will be permitted.
- Vandalism, theft or damage of property or grounds of any behavior considered aggressive by the staff will result in dismissal from the recreation center.
- All food and beverages must be consumed in designated areas determined by management. No food or drinks are permitted in the teen room.
- To access the teen room, a guest must have a pass or have their physical GRC-ID card to scan in.
- WARNING: locker room floors may be slippery. Please use caution.
- No cell phone use allowed.
- Absolutely no photography.
- No food or beverages.
- Lockers are to be used daily and during workouts only. Lockers will be cleared out at close.
- Use of suit dryer is intended for swim suits ONLY.
- Running and horseplay is prohibited.
- Please pick up trash or litter.
- Do not stand on benches.
- GRC is not responsible for lost, stolen, or damaged items.

Children ages 3 and older must use the designated locker room corresponding to their gender. Family restrooms are available for additional space and privacy.
- Passholders may utilize the gymnasium. Scheduled programs have priority over drop-in use. Schedules can be found at the front desk, on our app, or on the City’s website.
- Children under 8 years of age must be accompanied by an adult at all times.
- Children under 10 years of age must have a parent, guardian, or responsible sibling age 16 or older in the facility.
- Appropriate, non-marking athletic footwear (closed toe, rubber sole shoes with backs) is required at all times while in the gymnasium. No sandals, crocs, clogs, boots or dress shoes are allowed.
- All users must wear appropriate athletic clothing and a shirt must be worn at all times.
- We recommend that you do not wear expensive or large, dangling jewelry that may cause injury.
- No food, chewing gum or beverages are allowed; except for water in a plastic container with a lid.
- Foul language is not acceptable under any circumstances and will not be tolerated.
- No trash talking, taunting, verbal intimidation or harassment of any kind will be allowed.
- No pushing, shoving or aggressive play is permitted. Fighting may result in disciplinary action up to and including a one-year suspension or permanent expulsion from the Goodyear Recreation Center.
- No dunking or hanging on rims and/or nets.
- No full-court games are permitted during busy times.
- All personal belongings should be secured in a locker.
- Actions interfering with the staff’s ability to provide a safe environment will result in ejection.
- Allow others to rotate in to play.
- Passholders may utilize the indoor track.
- Recommended footwear when using the track includes jogging shoes, gym shoes, cross trainers, athletic walking shoes and track shoes without spikes.
- Running direction is managed by Center Staff; the direction is patterned to reduce leg stress associated with tight turns. Please help promote safe running by cooperating and running the posted direction for that day (look on posted sign).
- Walkers should stay in the inside lane and runners shall use the outside lane. Use the middle lane for passing. Please do not walk, jog or run more than two abreast so others may pass.
- Be courteous and announce to a slower walker or runner that you are about to pass them to avoid unnecessary confusions and collisions.
- Use caution when entering and exiting the track.
- Walking/Jogging with a baby stroller(s) is allowed.
- The use of weight plates, dumbells or barbells is not allowed.
- Use areas adjacent to track for stretching – do not stretch out on track surface.
- DO NOT spit on floors, walls, over the track railing, or in the water fountains.
- Children under the age of 12 must be directly supervised by a guardian while utilizing the track. Passholders, ages 12-15, may utilize the track without supervision if they have successfully completed the Goodyear Recreation Center youth wellness orientation program.
- Loitering, spectating and/or standing on the track is not allowed.
- No food or beverages are allowed; except for water in a plastic container with a lid.
- Passholders may utilize the weight room and access the fitness floor.
- All equipment and weights are to be used in a safe way and the manner intended.
- Dumbbells and weights must be re-racked after use.
- Do not drop the weights or weight stacks.
- Use of weight collars is required at all times.
- Spotters are recommended on all lifts.
- There is a 45-minute total time limit on all cardio equipment when patrons are waiting.
- Do not idle on or close to equipment.Allow others to rotate in if safe to do so.
- No hazardous actions or horseplay allowed.
- Users must wipe down equipment immediately after finishing their work-out on that fitness piece.
- Passholders under the age of 16 may not utilize equipment or be on the weight floor without an adult.
- Youth, ages 12-15, may utilize the fitness area if they have successfully completed the Goodyear Recreation Center youth wellness orientation program.
- Children under the age of 12 are not allowed to utilize the weight room or equipment.
- Baby friendly cardio time is reserved for the hours between 11 a.m. and 3 p.m., Monday-Friday. Infants must be securely fastened in a car seat carrier and stroller next to the parent.
- Appropriate athletic footwear (closed toe, rubber sole shoes with backs) is required at all times while on the Fitness Floor.No sandals, crocs, clogs, boots or dress shoes are allowed.
- All users must wear appropriate athletic clothing while working out; a shirt must be worn at all times.
- We recommend that you do not wear expensive jewelry or jewelry that may cause injury or damage equipment.
- No food or beverages are allowed; except for water in a plastic container with a lid.
- Loitering is not permitted on the Fitness Floor.
- Limit cellphone usage to personal matters. Do not use speakerphone or have loud conversations that may disrupt others. Absolutely no unauthorized pictures or videos of other patrons.
- Sport chalk is not permitted on the Fitness Floor.
- Passholders may utilize the group fitness room. Scheduled programs have priority over drop-in use. Schedules can be found at the front desk, on our app, or on the City’s website.
- The music/sound system is only to be operated by a facility staff member.
- This room is to be used in a safe manner at all times.
- No hazardous activity or horseplay allowed.
- Appropriate athletic footwear (closed toe, rubber sole shoes with backs) is required at all times while in the fitness room.
- No food or beverages are allowed; except for water in a plastic container with a lid.
- Loitering is not permitted in the fitness rooms.
- Passholders, ages 12-15, may utilize the fitness room if they have successfully completed the Goodyear Recreation Center youth wellness orientation program.
- All guests must obey the lifeguard’s instruction, safety regulations, and facility rules at all times.
- Admission or membership fees must be paid for every guest who enters the facility.
- All children under the age of 10 must be accompanied by a responsible adult.
- Pool playground is recommended for guests ages 7 and under.
- Guests must be at least 48” tall to ride the slides.
- All non-swimmers must be accompanied by a responsible adult or teenager at least 16 years of age.
- Any guest who has shown flu-like symptoms within the last 72 hours, should not use the pool.
- Any guest with sore or inflamed eyes, colds, nasal or ear discharges, boils or other acute or obvious skin or body infections, or cuts will not be allowed in the water.
- Only US Coast Guard approved floatation devices are permitted in the pool. No outside floatation devices are allowed.
- All guests must shower and use the restroom before entering the water.
- All swimmers must wear appropriate swim attire. No jeans, sweats, t-shirts, shoes, etc. will be allowed in the water.
- Guests who are incontinent or are not potty trained, must wear a swim diaper while in the pool.
- No glass containers allowed.
- No drugs, alcohol, tobacco, or gum allowed.
- Food and beverages must remain in the designated areas and are not permitted in the water.
- No running, pushing fighting, foul language, dunking or other horseplay on pool deck or in the water.
- No head-first diving in water less than 5 feet deep.
- No flips/twists of any kind off the side of the pool.
- Keep gates closed – do not prop open.
- No excessive displays of public affection anywhere.
- Private swim lessons may not be taught at the pool unless it is a city of Goodyear program.
- The pool may close for safety reasons without warning, this includes but is not limited to weather or water quality.
- No animals of any kind allowed in the facility with the exception of service animals.
- Camera use is strictly prohibited in all locker, shower, and bathroom areas.
- The city of Goodyear is not responsible for any personal property or valuables at any time. Leaving items in the office or with any pool staff is not permitted.
- The city of Goodyear reserves the right to enforce other rules and regulations that are not posted that create a health or safety risk to our guests.
- The city of Goodyear reserves that right to trespass any individual pursuant to A.R.S. 13-1502 for violations of pool rules or any violations of state.
Diving Board Rules
- Guests must be able to swim the full length of the diving well in order to use the diving boards.
- Only one person on the board at a time.
- Guests must jump straight off the front of the board.
- Guests must immediately swim to the closest ladder and exit the water after surfacing.
- Guests may not sit, lay or hang on the diving boards.
- Forward dives/twists only. No inwards, gainers, or back flips.
- Guests may not move the fulcrum.
- No swimmers allowed in the diving area.
- Guests may not wear goggles or diving masks when going off the diving boards.
- Lifeguards will make any additional safety rules as needed.
Lazy River Rules
- Guests must be at least 42” tall if riding without an adult.
- Guests must enter and exit the river at designated places only.
- Guests are not allowed to jump or dive into the river.
- Guests must stay on the inner tube at all times.
- Guests may not walk or swim in the river.
- Guests may only use one inner tube at a time.
- Only one guest per inner tube, except when an adult is holding a child. In such cases, the child is required to wear a U.S. Coast Guard Approved floatation device.
- No horseplay allowed.
- All facility safety rules must be followed.
- Lifeguards will make any additional safety rules as needed.
- A Goodyear resident may purchase non-resident day passes for their guests.
- The guests must remain with the resident for the entirety of their visit.

- Resident youth may purchase a maximum of two guest passes per visit. The guests must be accompanied by a resident adult at the time of purchase and have a signed waiver from a parent or guardian on file.
- All reserved ramada use requires a permit.
- Guests with approved permits shall have exclusive using during their reservation, otherwise ramadas are first come, first serve.
- Each ramada is limited to 25 people.
- Responsible party (18 years of age or older) must be on-site when ramada is being used.
- All food and beverages must remain in the ramada area.
- All facility safety rules must be followed by ramada guests.
The following items are prohibited:
- Alcohol
- Glass containers
- Pinatas
- Water balloons
- Any floatation devices that are not U.S. Coast Guard Approved
- Grills
- All food and beverages must remain in the designated area.
- Alcohol and glass containers are prohibited.
