Municipal Sponsorship

The City of Goodyear supports local non-municipal public service organizations (such as public schools, fire districts, etc.) and non-profit organizations that have tax-exempt status from the Internal Revue Service (IRS) in their efforts to serve the residents of our community by pursuing Proposition 202 Indian Gaming Grants.

Each tribe has individual grant processes that may differ from one another. 

For Goodyear to sponsor an application, all of the following criteria must be met:

The applicant must be:

  • Legally recognized by the IRS as a tax-exempt organization; eligible to apply
  • In good standing with the City (e.g. current business license, etc. as applicable);
  • Be located in the City of Goodyear and/or the proposed project must directly serve City of Goodyear residents.

And, the application must:

  • Meet the “public benefits” funding priorities of the Tribes outlined as public safety, mitigation of impacts of gaming, and promotion of commerce and economic development.  Examples include:
    • Public Safety
    • Transportation
    • Health Care Services
    • Economic and/or community development
    • Education
    • Environment
  • Not be in direct competition with an application submitted by the City to the same Tribal community during the same funding cycle.

How to Request Municipal Sponsorship

Request for municipal sponsorship must be made in letter format on agency letterhead submitted via email to christina.panaitescu@goodyearaz.gov.

Include the following information:

  • The name of the program/project the agency will fund with the grant
  • The amount of funding requested from the tribal entity
  • A descriptive title for the program/project for which funds are being requested
  • A brief paragraph describing how this program/project will impact the Goodyear community and the projected number or percentage of Goodyear residents to be directly served
  • Complete contact information including phone, email and mailing address for a designated point of contact
  • Organization EIN

Non-profit organizations must comply with all the due dates and timelines prescribed by the City for successful completion of the sponsorship process.

Approval Process

If all eligibility requirements outlined above are met, the city’s Grants & Neighborhood Services Supervisor will notify the applicant of the city’s intent to serve as municipal sponsor, provide a timeline for required resolutions if applicable, and sign an application cover sheet if required by the funder.

Municipal sponsorship of applications requesting $75,000 or more must receive City Council approval prior to authorization by city staff. If a Council resolution is needed for the application or to accept the grant award, it may be brought forward as part of the consent agenda.

The deadline for requests for City Council resolutions varies by application and is subject to Council Meeting availability.
