We are here to assist residents in navigating these resources effectively by explaining program requirements and making referrals. Application assistance is available for those who need it.

ARIZONA@WORK Maricopa County is part of the statewide workforce development network that helps career seekers connect to employers.
Maricopa County Human Services Department Workforce Development Division (WDD) also offers additional, targeted services for job seeker, through the:
- Adult and Dislocated Worker Services Program
- Business Services Program
- Smart Justice Program
- Youth Services Program
Goodwill Career Services also has career centers throughout the metro area, offering computer and soft skills training, career coaching, resume review, and hiring events.
HOME DELIVERED & CONGREGATE MEALS
Goodyear residents over 60 or adults with disabilities can stop by Monday thru Friday from 12:00 AM-12:30 PM to pick up lunch at the Avondale Senior Center, 995 E Riley Dr., Avondale, AZ 85323. Visit their website here or contact Avondale Senior Center staff at 623-333-2705.

The Goodyear Home Repair/Rehabilitation Pilot Program provides eligible homeowners with grants or forgivable loans to repair health and safety hazards, make energy efficiency improvements, or improve accessibility. Funds are limited and applications will be reviewed on a first-come, first-serve basis. Check your eligibility and begin a pre-application here.
FSL holds the U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP) contract for Maricopa County, improving health for eligible households through weatherization services including:
- Repair or replacement of air conditioners, water heaters, and other systems/appliances
- Installation of insulation
- Installation of energy-efficient LED light bulbs, CO/smoke detectors
- Shade screens
- Duct work

Or, go directly to the Housing Authority of Maricopa County (HAMC) website for information on the Housing Choice Voucher Program and HUD-assisted Multifamily housing.
The Arizona Department of Housing (“ADOH”) Housing Search website https://housingsearch.az.gov/ is free to use and includes search and resource options for renters to search for housing in Arizona that fits their needs and budget. The site lists affordable and market-rate units. There are options to view by list, map, and numerous additional search criteria such as basic, accessible, and/or advanced, with the option to receive notifications when units that match the search criteria come to market.
In addition to the above, there are currently live links to Homeowner Assistance Fund, Eviction Prevention, and Programs for Homebuyers.
Need advice on buying a home, renting, default, foreclosure avoidance, credit issues or reverse mortgages? HUD sponsors housing counseling agencies throughout the country to provide free or low-cost advice. Search online for a housing counseling agency to provide help you make informed housing decisions.
2-1-1 Arizona Information and Referral Service operates 24 hours per day, seven days per week and every day of the year. Live-operator service is available at all times in English and Spanish and assistance is available in other languages via real-time interpreter services.

988 is a 3-digit phone number to access the National Suicide and Crisis Lifeline.
The National Suicide and Crisis Lifeline’s counselors are available 24/7 to provide free and confidential emotional support by voice, text, or chat to anyone in suicidal, substance-related or mental health crisis or emotional distress. Whether seeking help for yourself or someone else, 988 counselors can provide you support.
These services are available anywhere in the United States, including Arizona, as well as all five U.S. territories and in multiple languages.
The Maricopa County Housing Stability Rental Assistance (HSRA) program was established to assist households that are currently renting and who are at risk of homelessness, housing instability, or facing a financial hardship. Eligible households can receive up to two (2) months of payments which includes past due rent, late fees, and future payments.
Prioritization
The funds are intended for those most economically vulnerable. According to federal guidelines, applications for assistance will be prioritized using the following criteria:
- First time applicant renter households living at or below 50% of the Area Median Income (AMI)
- First time applicant renter households living at or below 80% of the AMI
Other Rental or Mortgage Assistance:
To qualify for assistance, the following criteria must be met.
- Applicant lives in Maricopa County, but not in the cities of Glendale, Mesa, or Phoenix.
- Household has experienced a crisis event that:
- Results in a reduction or loss of income;
- Causes unexpected expenses; or
- Endangers household health and safety.
- Crisis event can be supported with documentation.
- Persons living in household include a child under the age of 18.
- Household income for the past 30 days is at or below 125% of the Federal Poverty Level.
Please note: Some funding may require a household member to be a current U.S. resident.

The Arizona Department of Economic Security administers the Low-Income Home Energy Assistance Program (LIHEAP), a federally funded program that helps eligible households pay their heating/cooling bills, minimize crises, and make energy costs more affordable. Learn more and apply here.
There are programs that can help tenants at every stage of the eviction process. azevictionhelp.org uses simple language to take visitors step-by-step through the process of finding the help they need.
The Crisis Response Network’s statewide 2-1-1 Arizona Information and Referral Service program has a Eviction Prevention App which offers detailed guidance and information for renters at risk of eviction. The app is linked in English and Spanish and will guide users through questions and provide a resources report based on the user’s responses.
The first step renters should take if they are concerned about paying their rent or facing eviction is to contact their on-site manager or lease agent by phone or email right away to let them know if you may need rental assistance or a payment plan for your next monthly rental payment. Early communication with residents and managers allows for more time to respond and explore all options. Community Legal Services provides tips for tenants affected by COVID-19 and sample forms in both English and Spanish on their website.
Avondale Resource Center
The Arizona Complete Health Avondale Resource Center is here to help individuals and families in the Southwest Valley move toward financial independence by connecting individuals to a wide range of social services programs; services are not limited to Avondale residents.
They offer a variety of human services; from programs for parents with children 0-5, to assistance with applying for AHCCCS. Visit their website.

2-1-1 Arizona brings people and programs or services together to meet vital needs.
The Department of Economic Security (DES) is the safety net agency for the State of Arizona offering more than 60 programs that address social and economic needs.
Arizona Self Help is a free and easy way to find out if your family can get help from 40 different health and human services programs.
Help with Homelessness
The region uses a coordinated entry system to provide assistance to people experiencing homelessness. For assistance with shelter and support services, please contact the most appropriate entry point listed here.

Emergency Shelter
Interfaith Homeless Emergency Lodging Program (I-HELP)
I-HELP is a unique, cost-effective program that uses what churches have in abundance (space, volunteers, the desire to help the stranger) to provide overnight emergency shelter to those experiencing homelessness and case management to help them move from crisis to stability.

Central Arizona Shelter Services (CASS)
CASS has valley wide-locations serving:
- single adult shelter services
- family shelter services
- senior citizen shelter services
- individualized solutions and support services for west valley residents
Provided through Maricopa County, eligible applicants may receive up to $1,200 based on the contract with the participating funeral home.
CPLC Keogh Health Connection offers over-the-phone appointments for enrollment assistance inAHCCCS (Arizona’s Medicaid), KidsCare, Marketplace Health Insurance (The Affordable Care Act), SNAP (food stamps), and TANF (emergency cash assistance). Call 602-266-0397 for an appointment.
Community Health Centers

In addition to Family Medicine, Pediatrics, Adult Medicine, Women’s Health, Family Dental, Behavioral Health, and Care Today services, Adelante Goodyear works with the Women, Infants & Children (WIC) Program to provide nutrition and health education, healthy food, and other services free to Arizona families who qualify.

WeRIDE Micro provides convenient, affordable, and on-demand shared rides in select area in the cities of Avondale and Goodyear within a distinct zone in each city, Monday-Friday from 7:00 a.m. – 7:00 p.m. All trips in both cities must take place within their respective zones. Visit Website.

United Way Worldwide, in partnership with Lyft, has launched the Ride United initiative to address unmet transportation needs for individuals and families in communities across the country, by providing free Lyft rides to 2-1-1 callers for specific, eligible use cases. Y-OPAS is a community effort offering FREE support services to seniors and their caregivers with services provided by community volunteers, like you. The mission of Y-OPAS is to enable seniors to maintain independent living in their own homes as long as possible.
You Are Not Alone is a free program offered by the Goodyear Police Department's Volunteers in Police Services (VIPS) that provides regular phone calls and home visits to seniors who have limited family or community contacts. Seniors can also call the YANA program for help finding specific services and resources.
The Goodyear Police Department Crisis Services Unit is a group of dedicated professionally trained staff and volunteers who are committed to providing victims of crime and community members with services that can assist them in their recovery as quickly and fully as possible.
